All India Conference of BSNLEU will be held at Thiruvananthapuram, Kerala from 12th to 15th May, 2010. A Preparatory Committee with Com. R. Muralidharan Nair, AGS, BSNLEU as Chairman and Com. K. Mohanan, Circle Secretary, as Convenor has been formed and preparatory work has already started.
(1) Relaxation of service condition from 7 to 5 years for appearing in JTO LICE both for 35% and 15% quota. (2) Relaxation of educational qualification for RM in appearing for examination to TM.
These issues are already included for discussion in the next meeting of National Council. It was also requested to keep the examination in pending till the relaxation in done.

Union representatives reiterated their demand that since there may be delay in approval from DPE for 9200 pay scale, the Promotion Policy be implemented early on all other pay scales. 9200 may be implemented after approval. Director (HR) stated that the same is under consideration.
WAGE AGREEMENT SIGNED Dear Comrades, The Wage Agreement for Non- Executive Employees of BSNL has been signed to day,15th January, 2010 between management and representative union. It is only with the support of all our comrades and their determination for struggle, as shown in 48 hours strike of 19-20 August 2009 and sustained struggle that the United Forum could achieve this victory. The necessity to form another Committee arose since the DoT rejected the agreement of the earlier Anomaly Committee. It stated that Revised Pay Rules and option for pay fixation from the date of next increment falling after 1-10-2000 for those promoted before 1-10-2000 are not applicable for settling the anomaly cases. As such the management stated that it is almost impossible to settle the issues. Management also pointed out that neither in MTNL nor for executives in BSNL it self such anomalies/aberrations could be settled. The staff side pointed out that at the time of conversion of CDA pay scales to IDA pay scales itself it was assured by the management that these anomalies/aberrations will be sympathetically considered and settled. In the wage revision order (CDA to IDA) also it was mentioned. As such the management has to take suitable decision for early settlement. After much discussion the official side was prepared to consider the issue of granting personal pay to the extent of the difference to the seniors after promotion of the junior to the higher grade. It will also be considered whether the senior in the higher grade can be given personal pay to the extent of difference between senior in the higher grade and junior in the lower grade. The next meeting will be held after two weeks.
1. 30% fitment with 10 year periodicity with 68.8% IDA for the present and raising to 78.2% with executives 2. If period of wage revision is reduced to executives, it will be done for non-executives also. 3. There can be a review after 5 years. The Unions demanded review after 5 years without mentioning the periodicity. The next meeting will take place after Diwali.

The classes were taken by Com. M.K. Pandhe, President, CITU, Dr. Prabhat Patnaik, Vice-Chairman, Planning Commission, Kerala, Com. Prabir Purkayastha, Delhi Science Forum, Com. Prasanna Kumar, State Secretary, CITU, Karnataka and Com. V.A.N. Namboodiri, General Secretary, BSNLEU. The subjects included Global Recession and its impact on Indian economy, The present telecom scenario, Public Sector & challenges and Organization & tasks. The classes were appreciated by all participants. Such classes will be organized at Circle / District levels also. The Reception Committee headed by Coms. K. Mohanan, Circle Secretary, Kerala and R. Namboodiri, General Secretary, BSNLEU will take the classes. ♣National council meeting decided, as one time measure, to conduct pre-qualifying exam for the next TTA LDCE exam. ♣After DPE’s objection regarding DA merger for retirees (for those retired before 01.01.2007), the DoT’s legal cell was consulted and now the case is being processed for forwarding to Department of Pension for its approval. ♣In the meeting of the Wage Negotiation Committee held on 05.06.2009, the management side informed that the issue of 5 year periodicity for wage agreement was referred to DoT on 03.06.2009 for its approval. The union pressed the management to agree for fitment benefit on par with top executives, on Pay+78.2% of pay instead of Pay+68.8% of pay. The Management Side said that for BSNL executives, the issue of granting fitment benefit on Pay+78.2% of pay was not yet decided by the management. Union said that in several PSUs this was already accepted and implemented for the executives. Management agreed to examine. Discussion took place on the demands like increment at the rate of 5% on basic pay, Grant of two increments for pay fixation on promotion, perks and allowances on par with executives and pension scheme for BSNL recruitees. The discussion was inconclusive. ♣Formation of Circle Sports and Cultural Board for the term 2009-2011 (click here) ♣BSNL endorses DOT order on revised pension rules (click here) ♣Grant of revised HRA and two months interest free pay advance - Orders issued (click here) ♣As assured by Shri R. Ashok, Member (Finance) to Com. V.A.N. Namboodiri, General Secretary, BSNLEU, orders have now been issued on 14.05.2009 by DoT raising DCRG limit from Rs. 3.5 to Rs. 10 lakhs and allowing revised Pension rules regarding Commutation table, emoluments, qualifying service etc. as per VI CPC recommendations. ♣Welfare Committee met today, 15th May 2009 under the chairmanship of Shri Kuldeep Goyal CMD, BSNL. The following decisions were taken. 1. The cost of retirement gift will be increased from Rs.2001/- to 3001/-. Cost of memento to be increased from Rs. 250/- to Rs. 500/- and that of shawl from Rs.500/- to Rs. 750/-. Strict orders will be issued to clear all the dues on the retiring day itself. 2. Holiday homes will be provided in many new centres. 3. More courses included for scholarship. 4. Ensure that nobody signs these representations to the management. ♣After approval of full BSNL board Promotion Policy has been forwarded to DOT for approval. ♣BSNL’S order on Interim Relief - BSNL’s arbitrary order for payment of a advance equivalent to four month’s basic pay. The United Forum of BSNL Unions has expressed it’s severe opposition for this paltry amount and has given call for ‘one hour walk out’ on 04.05.2009 (click here) ♣Minutes of the meeting of Wage Revision Committee held on 22.04.2009 (click here) ♣Organise one hour boycott from duty on 04.05.09 from 10.30 to 11.30 AM in protest against arbitrary declaration of meager amount of IR. Mobilise the workers to give a fitting reply to the BSNL management’s high handedness. ♣BSNL management has arbitrarily issued order on 30.04.2009, granting very meager amount of Interim Relief, equivalent to 4 months basic pay. CHQ BSNLEU condemns the decision of the management, granting paltry amount as IR, as well the arbitrary manner in which the order is issued. ♣BSNL issued order for 0.5% IDA increase (new rate 47.3) w.e.f 01.04.09.
