Promotion Policy:- After discussion CMD, BSNL assured to issue orders on Promotional Policy after next meeting of Managing Committee on 3rd March, 2010.

 

Promotion Policy:- It is understood that Promotion Policy is cleared by management without Rs.9200-13200 payscale as the same is pending approval of DPE. After usual procedure the orders are expected to be issued.

Relaxation in Examinations – Meeting with GM (Estt.) and GM (Rec.):- Com. V.A.N. Namboodiri, General Secretary, BSNLEU along with Com. R.S. Chauhan, All India Org. Secretary met S/Shri D.P. De, GM (Estt.) and R.K. Goyal, GM (Rectt.) and discussed the following issues. 

(1)   Relaxation of service condition from 7 to 5 years for appearing in JTO LICE both for 35% and 15% quota. 

(2)   Relaxation of educational qualification for RM in appearing for examination to TM. 

 

These issues are already included for discussion in the next meeting of National Council. 

It was also requested to keep the examination in pending till the relaxation in done. 

Management Committee has approved the agreement on wage revision and it will be placed before BSNL Board  in its meeting to be held after 20th February 2010.

COMRADE JYOTI BASU PASSED AWAY

Union representatives reiterated their demand that  since there may be delay in approval from DPE for 9200 pay scale, the Promotion Policy be implemented early  on all other pay scales. 9200 may be implemented after approval. Director (HR) stated that the same is under consideration.

Dear Comrades,

The Wage Agreement for Non- Executive Employees of BSNL has been signed to day,15th January, 2010 between management and representative union.

It is only with the support of all our comrades and their determination for struggle, as shown in 48 hours strike of 19-20 August 2009 and sustained struggle that the United Forum could achieve this victory.  We thank all the United Forum leaders for standing strongly together in the struggle and discussion.

We also thank the official side for the successful agreement.

Wage Meeting on 5th January 2010:- In the Wage Negotiation Committee meeting held today, 5th January 2010 the draft agreement was discussed. Agreement reached on most of the items. The staff side wanted the span of the pay scales to be increased to avoid stagnation. The Management insisted on abolition of uniform supply, which the unions strongly opposed.  These two points will be examined by the management. The next meeting is fixed on 7th January  to finalise the agreement since there is a meeting on BSNL issues called by the Prime Minister on 6th January.

BSNLEU demands on Skill Upgradation Allowance (Professional Upgradation Allowance, Compensatory Allowances etc. to be increased on par with executives.

Historic agreement signed today, (09.12.09) on settlement of Pay Anomalies/Aberrations.Due to point to point fixation of pay on conversion from CDA to IDA pay scales on 1-10-2000, in several cases the seniors in higher pay scales got less than their juniors in lower pay scales.a Committee was constituted under the chairmanship of Shri P.K.Misra, DGM (Estt.) Consisting of representatives of the management and Union to recommend how to settle these anomalies. The Committee met several times and finally an agreement is signed to day (9-12-2009) between the Official and Staff sides. The agreement is that the difference in the pay between the junior in the lower pay scale and the senior in the higher pay scale as on 1-10-2000 will be paid as Personal Pay to the Senior.

Meeting of the Wage Negotiation Committee is held today. Discussions continued on the construction of new pay scales, including the span. Staff side strongly argued that the conversion factor should be atleast 2, whereas the management side was not prepared to accept anything more than 1.91.After discussion, management side said that they wanted some more time for their internal discussion. Hence, today's meeting ended without taking any decision. Next meeting will take place on 04-12-2009. In that meeting along with payscales, revision of perks and allowances will also be discussed.

The next meeting of the Wage Negotiation Committee will be held at 1600 hrs. tomorrow the 26.11.2009.

Pay Anomaly Committee meeting:- The Pay Anomaly Committee meeting was held on 30-10-2009. Com V.A.N.Namboodiri GS and Com P.Asokababu AGS BSNLEU participated from the Staff side.

The necessity to form another Committee arose since the DoT rejected the agreement of the earlier Anomaly Committee. It stated that Revised Pay Rules and option for pay fixation from the date of next increment falling after 1-10-2000 for those promoted before 1-10-2000 are not applicable for settling the anomaly cases. As such the management stated that it is almost impossible to settle the issues. Management also pointed out that neither in MTNL nor for executives in BSNL it self such anomalies/aberrations could be settled.

The staff side pointed out that at the time of conversion of CDA pay scales to IDA pay scales itself it was assured by the management that these anomalies/aberrations will be sympathetically considered and settled. In the wage revision order (CDA to IDA) also  it was mentioned. As such the management has to take suitable decision for early settlement.

After much discussion the official side was prepared to consider the issue of granting personal pay to the extent of the difference to the seniors after promotion of the junior to the higher grade. It will also be considered whether the senior in the higher grade can be given personal pay to the extent of difference between senior in the higher grade and junior in the lower grade.

The next meeting will be held after two weeks.

General Secretary met BSNL officers and demanded to fix the next meeting early. It is expected that the meeting will be fixed this week itself.

After detailed discussion in the wage negotiation meeting today ,13th October 2009, the management proposed the following:

1.     30% fitment with 10 year periodicity with 68.8% IDA for the present     and raising to 78.2% with executives

2.     If period of wage revision is reduced to executives, it will be done    for non-executives also.

3.     There can be a review after 5 years.

The Unions demanded review after 5 years without mentioning the periodicity. The next meeting will take place after Diwali.

Central Executive Committee Meeting of BSNLEU at Mysore was inaugurated by Com. Mohd. Amin, General Secretary, CITU. Com. V.A.N.Namboodiri presented the report and after discussion it was approved. It has been decided to conduct indefinite strike if the management doesn't come forward to settle the wage revision. It has also been decided to conduct march to District General Manager's office. After this a huge march to BSNL Bhawan, Delhi will be conducted in protest against the negative and adamant attitude of the management. CEC congratulated the entire BSNL workers all over the country for making the strike a magnificent and successful one. The strike was a warning to the management. If the management ignore the sentiments they have to face serious consequences.

Trade Union Class at Trivandrum: - Three Days Trade Union Class was organized by BSNLEU for its All India office-bearers, Circle Secretaries and Senior leaders at EMS Academy, Thiruvananthapuram from 6th to 8th July, 2009. The classes were taken by Com. M.K. Pandhe, President, CITU, Dr. Prabhat Patnaik, Vice-Chairman, Planning Commission, Kerala, Com. Prabir Purkayastha, Delhi Science Forum, Com. Prasanna Kumar, State Secretary, CITU, Karnataka and Com. V.A.N. Namboodiri, General Secretary, BSNLEU. The subjects included Global Recession and its impact on Indian economy, The present telecom scenario, Public Sector & challenges and Organization & tasks. The classes were appreciated by all participants. Such classes will be organized at Circle / District levels also. The Reception Committee headed by Coms. K. Mohanan, Circle Secretary, Kerala and R. National council meeting decided, as one time measure, to conduct pre-qualifying exam for the next TTA LDCE exam.

After DPE’s objection regarding DA merger for retirees (for those retired before 01.01.2007), the DoT’s legal cell was consulted and now the case is being processed for forwarding to Department of Pension for its approval.

In the meeting of the Wage Negotiation Committee held on 05.06.2009, the management side informed that the issue of 5 year periodicity for wage agreement was referred to DoT on 03.06.2009 for its approval. The union pressed the management to agree for fitment benefit on par with top executives, on Pay+78.2% of pay instead of Pay+68.8% of pay. The Management Side said that for BSNL executives, the issue of granting fitment benefit on Pay+78.2% of pay was not yet decided by the management. Union said that in several PSUs this was already accepted and implemented for the executives. Management agreed to examine. Discussion took place on the demands like increment at the rate of 5% on basic pay, Grant of two increments for pay fixation on promotion, perks and allowances on par with executives and pension scheme for BSNL recruitees. The discussion was inconclusive.

As assured by Shri R. Ashok, Member (Finance) to Com. V.A.N. Namboodiri, General Secretary, BSNLEU, orders have now been issued on 14.05.2009 by DoT raising DCRG limit from Rs. 3.5 to Rs. 10 lakhs and allowing revised Pension rules regarding Commutation table, emoluments, qualifying service etc. as per VI CPC recommendations.

Welfare Committee met today, 15th May 2009 under the chairmanship of Shri Kuldeep Goyal CMD, BSNL. The following decisions were taken.

1.  The cost of  retirement gift will be increased from Rs.2001/- to 3001/-. Cost of memento to be increased from Rs. 250/- to Rs. 500/- and that of shawl from Rs.500/- to Rs. 750/-. Strict orders will be issued to clear all the dues on the retiring day itself.

2.  Holiday homes will be provided in many new centres.

3.  More courses included for scholarship.

4.  New Medical Policy will be finalised soon.  etc.  etc.
