Budget 2012 – Tax exemption may be increased up to Rs. 2 lakhs.

Circle Secretary of BSNLEU and AIBDPA met CCA on 03.02.12 and discussed regarding the progress of pension revision cases. It was informed that all out efforts will be taken to complete the cases at the earliest. Cases received from SSA upto March 2008 will be completed in the month of March 2012. Instructions are being issued to furnish all the remaining cases in a phased manner from SSAs.

SC cancels 112 illegal licences of private companies – Historic Judgement

 

The Joint Action Committee of BSNL Associations and Unions of Executives and Non-Executives heartily welcomes the verdict of Supreme Court canceling 122 2G Licences of 11 telecom companies which secured licences through illegal and irregular methods in 2008. The judgement has exposed the biggest corruption estimated at 1.76 Lakh crore by CAG. The JAC has been continuously demanding the cancellation of these illegal licences, impose penalty on them and also book the corrupt politicians and government officers involved. The telecom sector, after privatisation, has been witness to all kinds of corruptive practices, tax-evasion by showing less revenue, conversion of ISD/STDcalls in to local calls for avoiding taxes, and so on. The DOT as well as TRAI/TDSAT have been taking a soft stand on all these illegal activities and bailing out them, instead of taking strong measures to curb the corruptive practices. In addition, the telecom PSUs, BSNL and MTNL has been the victims of these irregularities, since the private companies benefited while BSNL / MTNL have acted as per all rules and regulations paying taxes etc. In order to implement the so called ‘reforms’ and neo-liberal policies, the government has been acting on a pro-private and anti PSU line, which has been clearly exposed now. The JAC demands the government to have a fresh look on all the earlier irregular transactions in the telecom sector and introduce transparent and pro-people line, instead of granting undue favour to the MNCs and corporates in the telecom sector.

BSNL’s revenue increases by 4.56% 

The revenue of BSNL has increased by 4.56% for the period from April to December 2011, compared to the period from April to December 2010. It is a good news that the erosion in BSNL’s revenue has been checked, and a slight increase has been made. This gives hope to us, that if all of us make sincere efforts, BSNL will definitely become a profit making company once again. Let us strive for it.

Conduct protest demonstrations on 10.01.2012, as per the call of the JAC,  

(a)   to demand severe action on the 5 private operators who cheated government and provided 3G service in circles where they have not acquired 3G spectrum, and thereby caused heavy loss to the govt. 

(b)   to demand immediate refund of BWA spectrum amount. 

DOT proposes penalty of Rs. 1594 crore on private telecom companies.

The DOT is proposing to impose Rs. 1,594 crore penalty on 6 private telecom companies for understating their revenues and cheating the government crore of rupees by paying less revenue share. The companies and the penalty proposed are as follows:

1. Bharti Airtel      : Rs. 292 crore                            2. Vodafone          : Rs. 254 crore              

3. Tata Teleservices        : Rs. 73 crore                   4. Reliance            : Rs.  551 crore           

5.  Idea Cellular   : Rs. 113 crore                           6. Tata Communications: Rs.120 crore

It is always known that the private telecom companies have been violating rules and regulations and tutilising all opportunities to increase their profit. The government was also succumbing to their pressure and granting a lot of concessions, though fully unjustified. The present of the proposal of the government has been overdue since it was well-known that the companies were cheating all these years and the government was looking the other way.

IDA may increase by 4.7% w.e.f. 01-01-2012 – Orders yet to be issued.

 

IDA is likely to be increased by 4.7% for revised pay w.e.f.01-01-2012. In the pre-revised pay, it may be 8%. Accordingly in the revised pay the IDA will be 56.7% and in the pre-revised 164.6%. Orders are yet to be issued.

Membership Campaign in BSNL

December 15 th to January 14th is the time for enrolling new members for the purpose of deduction of union membership for  the non-executive employees. BSNL Employees Union, during its recognition since 2005, have been continuously taking up the issues of the workers and have settled a large number of issues. The good wage revision and the Promotion Policy negotiated and settled by the BSNLEU /United Forum have been much appreciated by the workers, even belonging to other unions as  the best agreements in the annals of the Telecom/BSNL employees history. A very good number of new members have also joined BSNLEU.

BSNL to re-employ ITS officers

It is learnt that BSNL is considering re-employment of some 700 ITS officers, through an emergency recruitment process. These ITS officers will resign from DOT and will get re-employed in BSNL. But there will be a condition that these officers should have atleast 2 years for service for retirement. In that case the nearly 44 ITS officers in the rank of CGM, may not be considered for such re-employment, since they have less than two years of service for retirement. Hence, senior officers from finance as well as civil and electrical engineering wings may get a chance, to be posted as CGMs.

DOT orders termination of intra circle roaming agreement for 3G services

The DOT has finally issued notice to Airtel, Vodafone and Idea Cellular to terminate their intra circle roaming agreements for 3G services, by 3 PM today, i.e. 24.12.2011. These companies have been providing 3G services in circles where they have not taken license for providing 3G service, by sharing the 3G spectrum of each other. This is in total violation of the license conditions. It may be remembered that cancellation of intra circle roaming was one of the important demands of the 15th December, 2011 strike, called on by the JAC.

NE-12 Pay Scale approved by BSNL Board

NE-12 pay scale is approved by the BSNL Board  meeting held today. Now the scale will be implemented, once it gets the approval of the DOT.

How BSNL can spend Rs. 4,000 crore for VRS?

It has been reported in the media that CMD BSNL R.K.Upadhyay stated that for offering  VRS an amount of Rs. 4,000 crore can be spent by BSNL and the rest ( about Rs. 14,000 crore) has to be provided by DOT. For one thing, if the entire proposed amount of Rs, 18,000 crore is given for BSNL, it can develop and expand and the company will become financially viable. The cash crunch can be made good.  So why spend for VRS when that amount can be utilised for better purposes?

Secondly, from where BSNL is going to spend Rs.4,000 crore for VRS? How can BSNL spend the money for VRS instead of development?

The management has to answer these vital questions before proceeding with VRS.

Revolutionary Greetings! Congratulations for the complete strike!

The one day strike today, 15th December 2011, was a magnificent success. Through the country, more than 95% workers participated in this crucial strike. In many circles all offices including that of CGM was closed without any body attending office. Many CGMs could not attend office. Workers in hundreds demonstrated in front offices. Agitated workers demonstrated and almost blocked the entire office. JAC has congratulated the workers for the excellent strike giving a stern warning to the management that if the issues are not settled, there will further struggles including indefinite strike. FNTO officially kept away from the strike, but in many places their members joined the strike, well knowing the strike is for genuine demands and that united struggle is of utmost importance.

JAC emphatically decides to go on strike on 15.12.2011

The JAC meeting  has unanimously taken the following decisions.

i) To powerfully conduct the strike on 15.12.2011. The strike will be from 0600 hrs to 1800 hrs.

ii) To block the non-opted ITS officers from entering the offices on the day of the strike.

District and Branch Secretaries as well as office bearers at various levels are called upon to make the strike a historic success.
 

What is the justification for BSNL Management to deny Bonus, 78.2% IDA fixation?

Two out of the 7  demands in the 15th December Strike are 1) Payment of Bonus and 2) 78.2% IDA fixation for BSNL Employees. BSNL management is denying both stating there is no money.he denial justified?

No. There is no justification to deny the demands. As far as Bonus is concerned, it is given in the government and the PSUs? It is a right won by the workers. On a scheme decided by the DOT, BSNL and MTNL managements without participation of the workers' representatives, Bonus can not be denied.

78.2% is granted by Government and PSUs? Why it is denied to BSNL workers alone.

The negative attitude of the BSNL management by denying the rights of the workers is the reason for the BSNL workers strike. They are fully responsible for the same.

BWA spectrum charges to be refunded to BSNL - A major achievement for the JAC and United struggles

The demand of the JAC and the BSNL to accept surrender of the low quality BWA Spectrum and refund the money to BSNL has been accepted by the DOT. BSNL has been made to pay more than Rs. 8000 crore towards BWA spectrum without allowing to take part in the auction. The spectrum allotted to BSNL was an inferior quality which will not be able to meet the requirements of the future generations of technology. Hence the demand for surrender and payment of the money back. The process should be speeded up so that the money is returned to BSNL early.

NE-12 scale approved by Management Committee

After much delay, the NE-12 pay scale has been approved by the Management Committee, in it’s meeting held on 16.11.2011. Now the file will go for the approval of the BSNL Board

JAC meeting held today has unanimously decided to conduct the one day strike on 15.12.2011.

The deferred one day strike called by the Joint Action Committee will now be organised on 15th December 2011. All the JAC constituents were unanimous that the strike should be organised in a very effective manner since the issues raised are of utmost importance to the future of BSNL and its workers. It has also been decided that in preparation of the strike massive rallies will be organised on 8th December 2011 at all SSA/Circle and Corporate office levels.

As per the decision of National JAC, memorandum on the issue of viability of BSNL is to be submitted to the MPs by 20.11.11 ie. before the starting of the winter session of the Parliament. K G Bose Memorial Trust Formed

An aspiration of the Telecom / BSNL Employees for long has been fulfilled today, 19th October. As per the decision of the Central Executive Committee of BSNL Employees Union, a Trust under the name of K.G.Bose Memorial Trust has been registered today at New Delhi. VAN Namboodiri the Chairman, Com.P.Abhimanyu is the Managing Trustee and Coms. P.Asokababu, S.C.Bhattacharya, J.Sampat Rao, K.Mohanan and Animesh Mitra are the Trustees.
The Trust is formed with many objectives, mainly to propagate the great ideals of Comrade KG as also for trade union education. In addition it has also been decided by the CEC to purchase a building and name it as K.G.Bose Bhawan. The purchasing process is going on and expected to inaugurate it on 11th December, the death anniversary of Comrade KG.

JAC has decided unanimously to conduct the one day strike on 15.11.2011. Take out all efforts to conduct the strike successfully.

The deferred strike of the BSNL Workers will now be held on 15th November 2011. The strike was decided to be organised on 10th October by the JAC on very important demands. In order to bring wider unity, the JAC decided to defer the strike. On the basis of the discussions with NFTE and its agreement to have a common date for the strike, now it has been decided to organise the strike on 15th November 2011. Let all prepare for an effective and successful strike.

Why we oppose VRS?

1. VRS is bad in theory and failed in practice
2. Large scale removal of one lac employees will result in unsatisfactory service due to staff shortage
3. It is not actually VRS, but is CRS. Otherwise why should they mention the number they want to retrench through VRS?
4. After VRS, on the plea of staff shortage management will outsource most of the work.
5. VRS is to facilitate early privatisation.
6. Where is the money for VRS which is posting loss already. If it is by loan from banks or loan from government, how the company will pay it back?
7. Workers will lose additional increments, promotion and higher salary of the next wage revision and pension if they opt VRS. The loss will be heavy.
8. VRS is an attack on the workers.

JAC decides to defer 10th October strike for achieving wider unity  for struggle.

The Joint Action Committee of BSNL Associations / Unions of Executives and Non-Executives in its meeting today, 4th October 2011 decided to defer the 10th October strike to the first fortnight of November in order to achieve wider unity for the struggle. JAC will approach NFTE and FNTO to have a united struggle on the issues already given notice of. It was felt that maximum unity is required for the struggle.

This is a good decision. At this time of crisis it is necessary that the entire workforce is united to defend and protect the interests of the workers and the company. We will make all out efforts for the same so that we shall win.

BSNL towers, cables being outsourced.

It is reported that BSNL management is proposing to outsource its towers, optical fibre cables etc. to private players to improve its revenue streams, as per the CMD. This is the consequence of VRS proposal. Once the VRS proposal is cleared and if many opt for VRS, there will be lack of staff to man all these works. Hence it is to be outsourced. Reduce the staff, reduce the work and again reduce the staff. The management want the major chunk of workers to be retrenched and start outsourcing and also engaging contract workers by exploiting them ruthlessley as is being done now.
Another main point is that all these proposals are not even discussed with the unions/associations who have got a big stake in the future of the company. Wrong policy decisions are taken by the government, it is mismanaged by the top management and the workers and the people suffer. This has to be put an end to.

In the back ground of the notice issued for one day strike on 10.10.2011, Management invited JAC leaders for talks today the 03.10.2011. Leaders of all the constituents of JAC participated in the meeting. JAC leaders vehemently opposed the VRS and told the management that VRS is neither in the interest of the employees nor in the interest of the company. The meeting ended without taking any decision.

Despite workers protest, BSNL Board approves VRS (VAN Namboodiri blog)

The insensitive BSNL Board has approved VRS for one lakh workers in the Board meeting held on 29th October (yesterday), according to unconfirmed reports. The JAC has already given notice for one day strike on 10th October 2011. Instead of discussing the matter with the unions and sorting put the issue, the management has taken a confrontationist attitude.
The management forgets that the workforce is an asset, instead of a liability. VRS has not helped any company. The VRS is a method to reduce the workforce in its policy for disinvestment and privatisation. The JAC and workforce will fight this decision with all its strength.

BSNLEU was invited by the management today, the 20-09-2011, for a discussion on VRS. Director (HR) and other senior officers took part in the discussion. Management  gave a  presentation on their proposed VRS scheme. In the discussion that took place  after the presentation, leaders of BSNLEU firmly told the management that  they oppose VRS of any type. They also pointed out that VRS scheme is absolutely not necessary to pull out BSNL from the present crises. Management was also told as to how the condition of MTNL did not improve even  after implementing VRS   three times. Our opposition to VRS will also be conveyed to the management  through a letter.

 

Dharna was conducted at all GMs/PGMs/Circle office.In Circle office more than 100 of comrades participated in the dharna. JAC calls for Dharna on 14th September against curtailment of Facilities

The Joint Action Committee of BSNL Associations / Unions of Executives and Non-Executives which met today, 7th September, has decided to organise massive dharnas at SSA/Circle/Corporate Office levels on 14th September 2011 protesting against the curtailment of the existing facilities like encashment of leave for LTC, stopping of BSNLMRS scheme of allowance without voucher and freezing of All India LTC for two years by the BSNL management. It called upon all the BSNL Workers to participate in the dharna and give a suitable reply to the BSNL management.

CMD is reported to have told some of the unions that management intends to put on hold some concessions like LTC, Leave encashment, Payment of medical allowance without voucher, etc. So far management has not told BSNLEU of any such proposal. Rs.587 crore due from telecom companies towards licence fee and spectrum charges

The telecom companies are to pay an arrears are Rs. 587 crore to the government towards the licence fee and spectrum charges - Bharti Airtel Rs. 17.66 crore, Reliance Rs. 132.56 crore Idea Cellular Rs. 27.94 crore Spice Communications Rs. 3.29 crore, Aircel Rs. 1.77 crore and MTNL 4.92 crore.
Why the govenment is not taking any serious action for collecting the arrears. Is it that the Government does not want money? No, the government wants money but it does not want to disturb the mighty private companies.

Com M.K.PANDHE passed away - Heartfelt condolences

At last the aspiration of the people pf West Bengal for an original name has been fulfilled. The state Government has decided with the full support of the opposition parties to rename W.Bengal in to Paschim Banga. The decision was announced today by the Government.
The name of W.Bengal had its own problems. W.Bengal was always in the last in the alphabetical order and last in the queue. Further just like the change of Madras in to Chennai, Bombay in to Mumbai and Calcutta in to Kolkatta, the people of W.bengal wanted a change in the name. The Left Government has initiated for the change of name and now the aspiration has been fulfilled.
