9200 scale cleared by DPE: - The NE 12 scale (9200) of the Non-Executive Promotion Policy has been sent for the approval of the Department of Public Enterprises (DPE). It is now learnt that DPE has cleared the file and sent back to the DoT. It is also learnt that the DPE has informed that the 9200 scale should not be in conflict with the Executive / Non-Unionised Supervisor’s scale. Now the BSNL Board has to take decision on this issue.

IDA Pension Revision:- The cabinet note approved by the Minister has already been referred to the DPE, Pension Department, Expenditure Department and Law Ministry for their comments. The comments from these Departments are yet to be received by DoT. On 17.08.2010, the DoT authorities assured BSNLEU to issue reminders to these 4 departments for sending their comments immediately.

Com. VAN Namboodiri, General Secretary, BSNLEU has been meeting the senior officers of the DOT as well as BSNL to ensure that the Wage Revision is cleared by the DOT as assured by the Minister Communications as part of the strike agreement and orders issued by BSNL. He contacted Shri P.J.Thomas, Secretary, DOT, Shri S.C.Misra, Member (Services), Shri Chandra Prakash, Member (Technology), Ms. Sadhana Dixit, Advisor (Finance), Shri N.K.Joshi, DDG(SR) and other officers of the DOT in this connection. He also spoke to Shri Kuldeep Goyal, CMD, BSNL to peruse the matter with DOT. Secretary, DOT, assured that the approval will be granted as per the assurance of the Minister. CMD BSNL assured that as soon as the approval is received from DOT, orders will be issued by BSNL.

All India Conference at Thiruvananthapuram

Com. M.K. Pandhe, Vice-President, CITU will inaugurate the conference on 12^th May 2010. Hon’ble Minister for Communications & IT, Shri A. Raja, Secretary, DoT, Shri P.J. Thomas, and CMD, BSNL Shri Kuldeep Goyal will be attending the inaugural conference as Chief Guests. Com. V.S. Achuthanandan Chief Minister, Kerala will inaugurate open session on 13^th May. The procession will be on 13^th May before open session.

BSNL Board has approved the Wage Revision for non - executives in the meeting held to day, 10th March 2010. Now it will be sent to DOT for its approval. Promotion policy - orders are being issued.

The Promotion Policy is approved and confirmed by the BSNL Management Committee. It is expected that the orders will be issued this week.

Relaxation in Examinations – Meeting with GM (Estt.) and GM (Rec.):- Com. V.A.N. Namboodiri, General Secretary, BSNLEU along with Com. R.S. Chauhan, All India Org. Secretary met S/Shri D.P. De, GM (Estt.) and R.K. Goyal, GM (Rectt.) and discussed the following issues.

(1) Relaxation of service condition from 7 to 5 years for appearing in JTO LICE both for 35% and 15% quota.

(2) Relaxation of educational qualification for RM in appearing for examination to TM.

These issues are already included for discussion in the next meeting of National Council.

It was also requested to keep the examination in pending till the relaxation in done.

COMRADE JYOTI BASU PASSED AWAY

Union representatives reiterated their demand that since there may be delay in approval from DPE for 9200 pay scale, the Promotion Policy be implemented early on all other pay scales. 9200 may be implemented after approval. Director (HR) stated that the same is under consideration.

WAGE AGREEMENT SIGNED

Dear Comrades,

The Wage Agreement for Non- Executive Employees of BSNL has been signed to day,15^th January, 2010 between management and representative union.

It is only with the support of all our comrades and their determination for struggle, as shown in 48 hours strike of 19-20 August 2009 and sustained struggle that the United Forum could achieve this victory. We thank all the United Forum leaders for standing strongly together in the struggle and discussion.

We also thank the official side for the successful agreement.

Wage Meeting on 5^th January 2010:- In the Wage Negotiation Committee meeting held today, 5th January 2010 the draft agreement was discussed. Agreement reached on most of the items. The staff side wanted the span of the pay scales to be increased to avoid stagnation. The Management insisted on abolition of uniform supply, which the unions strongly opposed. These two points will be examined by the management. The next meeting is fixed on 7th January to finalise the agreement since there is a meeting on BSNL issues called by the Prime Minister on 6th January.
