Your kind and immediate attention is drawn to the agitation continuing at Ernakulam SSA for the last so many weeks. We are constrained to say that had the SSA administration taken a serious stance with regard to the demands, an amicable settlement would have been arrived at by this time. Instead, the Ernakulam PGM has maintained a thorough negative approach even trying to provoke the workers. To cite an example, the PGM even demanded to withdraw the agitation making it a precondition to start any negotiation. We are sure, no seasoned administrator, who wishes a harmonious relationship with the workers union would putforth such demands. PGM Sri.Haridasan may have his own personal views regarding the role of union in Industry, but it should not become an execuse for dictating terms to agitating employees. We therefore request your goodself to intervene so that democratic principle prevail all along the management - union relationship and PGM Sri. Ref: Your Lr.No.ST-1/JF meeting/2009/4 dt. 04.08.2009. With reference to the minutes cited above, I would like to point out that it would have been better if the Unions/Associaions were consulted before finalising the minutes. Lack of consultation has resulted in wrongly including the points which were not agreed upon by the Union. For example, with regard to the suggestion of payments to the workers we had stated that the payments to the workers should not be made based on the number of faults attended to or depending upon the number of lines. We suggested that a minimum amount should be fixed as wages in accordance with the guidelines on the subject. You may recall that after your opening speech the Circle Secreaty of BSNLEU expressed the views of the Union. A perusal of the minutes creates an impression that the Circle Secretary of BSNLEU has not expressed any pointsregarding the subject. It was decided to convene another meeting in 10 to 15 days to chalk out the methodology to be adopted ie providing assistance to TMs and the payment involved. But no meeting has taken place so far. To CCA, DOT Cell, Trivandrum. No: EU/S-01/Pension/2009 dt. 07.08.2009. Sir, Sub: Cases pending at DOT Cell - reg. I am enlisting herewith the following cases for early settlement please. 1) Revision of pension of those retired after 01.01.2007 taking into account the 50% DA merger. 2) Delay in payment of Dearness Relief to pensioners. Much delay is experienced by the BSNL pensioners in getting DR from banks/ post offices even after the issuance of necessary orders. In order to avoid delay, banks/post offices may be instructed to download the order from the website and payment may be made. 3) Refund of CGEIS:- Eventhough the issue was brought before the CCA, the case still remain unsettled. 4) Release of CGEGIS amount - Case of Shri. Ravindran, TM Harippad, Alleppey. The case was pending clearance due to HDFC loan. Now NoC from HDFC has been submitted. But the case remains unsettled. | ||

5) Release of amount withheld: Case of Shri. Ravindranm, TRC SSA, PPO No.4799/DOT 09/06/2008. An amount of Rs.5,000/- has been withheld from gratuity for want of No Dues Certificate. The certificate was produced long back. The amount is not yet released. 6) Revision of pension. As per orders issued by the DOT the increment granted in lieu of Grade IV promiton be counted for pension and pension may be revised accordingly. Thanking you, Yours faithfully,
